"Mincer" is an English (NE England) slang term.
See here http://www.urbandictionary.com/define.php?term=mincer

Did my 90 Day report at KCI, some changes (other than the constant room layout change).

1.    There is an electronic number machine just past the desk on the right as you enter the room.  There are 3 choices, one for extension, one for 90 day, and I did not read the 3rd.  They have a electronic number board in red (typical in GVT offices).

2.   As Gotlost mentioned in another thread there is a passport scanner for 90 day reports.  What this means is that agent scans your passport, types information into the computer and prints the TM 47.  Having my TM 47 already filled out helped him with the input.  I would assume this will now be stored in a data base so will not need to re-enter the data, unless something changes.

3.   I arrived at 0842, got ticket #304.  There was one agent there handling ticket #1.  Since it seemed to be a “visa” I waited 15 minutes until they finished as they called #303 (90 day report), and then me.  As I was leaving at 910 am, another agent finally arrived.   Talking to Gotlost a few minutes later he said it is standard to have agents come in late.  So next visit I will try to time my arrival for about 10 am.

The 'agents' had probably heard you were going to make a visit!!!!!!!!!!!!

DD Please accept my apologies for using English slang on this board. I forgot that this may be challenging for people whose first language is not English....

Are there a lot of mincers in California?
Update: Sorry, just realised that I'm replying to an off topic post...

California is called the land of fruits and nuts.  Fruits being slang for gays.

And San Fransisco is known for its Gay population.
