Yes there is a lift at both the front and back entrances to the building.  I would recommend using the rear entrance between the two buildings. 

However, whoever designed the parking must have been on LSD, and as usual cars are parked everywhere whether legal or not.  You would need to be dropped off.

I went today (12th) for my annual marriage visa extension. Arrived 14.15, finished 15.15

As per Urleft's advice was dropped off at the rear entrance, about 10 steps up to the lift lobby, 3rd floor, keep turning left and you'll find the immigration office, perhaps 150 metres.

All the staff are new, from all over the country and they are learning as they go. All speak good english.

They were kindness itself and understand our frustration with the constant changes.

The whole attitude in the office was different from any I have been to in the last 9 years, quite refreshing.

I'd used a "pack" obtained from Kap Choeng on my last 90 day in August but I found that most of the forms are different, so beware, I had to transfer all the information to their forms !

They require two copies of everything, they will do the copying for you for a small fee.

No A/C as others mentioned, I suggested a bucket on the table labelled "AIRCON FUND", they were reluctant, concerned about the dreaded "corruption" of course, but we would all benefit in my opinion.

Thoughts anyone?

Do you mean to say they had no entry stamp in their passport?

Keith - for the sake of clarity - do you mean Visa Exempt entries ?
