According to my sales lady as of Monday this week if you don't have a yellow book you must go to your embassy for address verification letter. Letters from anywhere other than embassy are not acceptable. This came from land transportation office.

There are more than 1 DLT in Buriram Province. My advice is go directly to a DLT and ask directly. Do not take a sells person word on this with checking the source.Fyi. you do not have to buy in Buriram or deal with an LTD in that provence. If you do have to get a CR from the US Embassy this well require you to make an online appointment, trip to BK and 1500 baht for the letter.
-
The information from your sales lady is inaccurate.
Here is a document that we recently translated for an expat in Buriram. It is a translation of a document that the expat was given by the department of transport, Muang Buriram office, only a couple of weeks ago.
-
Two weeks ago is far past this Monday. I bought mine Saturday. The rules changed as of 3 days ago according to transport office muang Buriram. She had a customer without yellow book yesterday and he had to make the trip to BKK.
-
I'm just trying to save someone the hassle of not knowing. Checking with your local transport office as noted previously is the best bet.

Our client had the same problems. Have you been to the department of transport? If not go and show them the translation. There has been no rule change. Vehicles can be registered as of the order on the letter.
-
It certainly could be that they are enforcing the rules however what I was told was that the immigration offices are not willing to give a certificate of residency for this. I had the same problem with immigration when I applied for my yellow book they would not give me a certificate of residency without a written request from the local Amphur.

Indeed we are aware that there have been problems with immigration at Kap Cheong. You could go to the transport office and ask them to produce a letter to immigration requesting a letter of residence.
Did you not complete your application for a yellow book?
-
Why not put it in your wife's name? Easier to register and easier when you sell.
I have 1 car and 3 motor bikes in my wife's name. So much easier to do.

Yes I followed all the steps and got yellow book. As far as registering it in wife's name, I didn't want to.
-
So you got your car registered too? This post is just for information?
-
Yes info only. My registration is in process. I went to the dealer today for an unrelated reason and she told me the story of her customer yesterday with no yellow book or work permit, and how he was turned down for CR at KCI and now has to go to all the trouble of going to the embassy. She said the dealership got an email from transport office on Monday stating the either "changed, or now strictly enforced" rules.

Regardless of whether there are new rules in force, or not, you can forget about trying to get a Residency Cert from KCI for the purpose of registering a car in your name in the vehicle blue book.
Before KCI will issue a Residency Cert, they will require an intro letter from DLT. DLT at M.Buriram point blank refuse to write this intro letter. So .... no intro letter ... no Res Cert ... no farang car licence. A merry-go-round.
As Gotlost said .... maybe a different Licensing Centre will be ok.

Agreed. So much easier. But when the shit hits the fan romance wise, bye bye car if the blue book is not in your name.
Also, there's a testosterone - caveman thing here. Many guys simply want to own their own wheels, and for most of us, it's about the only thing we can actually own in LOS ......... not really. I own my golf sticks. At least I think I do.
I agree with DD on this topic. You will need a yellow book, or Res Cert from your BKK embassy. I also went through this BS nonsense very recently. Took a full 8 weeks of going around in circles to finalise the blue book in my name. Was incredibly frustrating.
PS. I'm the client Buriramlanguageservices referred to in one of the above posts. They did a beaut job of translating a DLT doc for me. Can recommend. thumbup
-
Someone I'm sure can verify but I think that the DLT has an office in Mueang Buriram, Phrakhon Chai and Nang Rong. Anybody in Thailand can use these and there are DLT in Prasat, Surin and Sangkha. Again anybody in Thailand can use these. As for a CR you would need to check directly with each DLT for their own requirement as they like any amphur like to set their own rules.
-
Thank you smooth2.

Hello everyone, I just purchased a new Toyota 2 weeks ago. I have the car registered in my name at the Buriram land Transport office. What i needed was my passport, all pages with permission to stay in the kingdom, retirement visa in my case. A letter from the U.S. Embassy attesting to my place of residence. In this case Buriram, and i also needed this letter translated into Thai
-
Is it no longer possible to get the certificate of residence from the Buriram Police Station. This is what I used when I purchased and registered a new vehicle in my name and for my Thai DL. Admittedly the car was purchased 2 yrs ago and my 5 yr lisence last September.
Total pain if the rules have changed making only an Embassy COR acceptable.
I'm not planning on changing my truck anytime soon and won't need a new license for 4 years. Plenty of time for the rules to change another hundred times!!
-
Well done blue thumbup Hope you enjoy your new wheels.
Just out of pure curiosity .... how does any Embassy verify an expats address so they can issue a Residency Certificate ? Does the Embassy contact Thai Immigration to cross reference our name against an address ? Or do they simply believe what you've stated on the application, and "rubber stamp" a Res Cert for you ?
Seems to me that getting a Residency Cert from KCI would be far more "genuine", given that we've all submitted bucket loads of docs to KCI with our name and address plastered all over them.
Yes, I know KCI won't do Res Cert anymore, but it does seem to be an arse about system.
-
Not to mention the recent home visits.

The US Embassy does not very your address. You are getting a sworn affidavit from them that YOU swear that theses lies our true. Cost is 1500 baht. Most ltd's in Thailand accept these. Most do not require it to be translated into Thai. As for a CR form Surin Immigration they are still available at no charge IF you bring a letter from the ltd saying why you need it.
-
All of the above is true. The embassy is verifying what you wrote on the paper is true. They are atesting that what you wrote is true and verifying your signature. I had the samething done in Bangkok when i purchased a motor bike. Bangkok did not require a translation, Buriram Land Transportation did.

A residence letter from police is still good for a driving licence.
All of our vehicles have been registered in my wife's name, so I can't comment on other transactions.
Although there was a translated copy of the requirements posted on her not more that a few weeks ago.

If a letter from the local BiB is good for a DL at the LTD then I can see no reason why a letter from the BiB would not be accepted by the LTD for register a car. ::)
-
It really does not matter what you can see or understand. The only thing that matters is to meet the requirements that the thai vehicle registration or Thai drivers requires.
You can't argue with city hall

This may be nit picking on wording however:-
The translated document states that a certificate of residence must be presentation. Item 2 states that a certificate of residence can be obtained from embassy or immigration.
Can be....not must be.
I'm just wondering if the dealerships, some or all, would accept the Police certificate.

FWIT. The dealer ain't got jack shyt to do with it. Its the LTD that has the say and requires the letter. If the dealer gives you stick tell them to stuff it and go to another dealer. 10-1 that dealer will be on their hands and knees if not as said tell them to fork off. :o :big grin: BTW a good friend got his CR at then KCI and bought his 4x4 D Max at the Briram Mazad dealer. There was no problem.

I agree 100% Dave ... unfortunately Big Boss at M.Buriram DLT has a different opinion. A Police issued Res Cert is most definately NOT acceptable at M.Buriram DLT to rego a vehicle with farang name in the blue book. Only a YTB or Embassy issued Res Cert are acceptable.
A Res Cert from KCI is acceptable also, however KCI will not give you one without a letter from DLT. DLT refuse to write such letter .... sound ridiculous ? You bet ...
This was the case 4 months ago when I (and also Deputy David I believe) went through this bureaucratic bungling nightmare.
___________________________________________________________
I also agree with Dave .... the car Dealership will do your rego for you at DLT if you wish, but you MUST give them your YTB or BKK Embassy issued Res Cert for the rego to be processed in your name.
A Police issued Res Cert is no good for licensing a vehicle, even though it was acceptable for your Thai Driver Licence at the same place.

I believe Duputy Dave was in good hands and received correct information from Miss Pim of the Toyota Dealership near Robinson Lifestyle Center in Buriram. Miss Pim has taken paperwork, at no extra fee, to the Buriram Department of Land Transportation and registered a new car or a new SUV or a new Truck for expats she sold Toyotas in the expats name. No need for that expat or spouse to show up in person and wait in line at the DLT. It is clear on the ownership book who is the registered owner. Certainly can be an expat.
Miss Pim will also drive her customers to a workplace or store, and have a Toyota brought to that workplace or store when any servicing was completed at the Buriram Toyota dealership. She also is a competitive saleswoman and understands the importance of DISCOUNT when purchasing a new Toyota in Buriram.
-
If you take the drive to Phutthaisong, then the rules of the DLT might be different. However for Ruangsangthai it has worked smoothly with no envelopes to register a few dozen trucks and a few automobiles at the Buriram office of the DLT. Thank you Mr. Pichai.

This has nothing to do with the dealer. The dealer is doing what the DLT requires. That DLT is out of line and there is noway I would deal with it. I have seen these attitudes at other office and they do not change until the top brass is moved on. Interesting that a D-Max from the main Isuzu dealer in Buriram was bought and registered at the same DLT with a CR from Surin Imigration.
-
Mr Pichai ... I assume that your fleet of trucks and cars are registered to Thai's. I think most expats on the Forum would agree that it's a simple proceedure to get a Thai name in the vehicle blue book as the registered owner. No argument there.
However, much of the recent discussion on this thread has been about the recent difficulties of getting a farang rego specifically at M.Buriram DLT
Yes ... it is easy if you have a YTB, or make the trek to BKK to get a Res Cert from your Embassy, however, DLT is supposed to also accept a Res Cert from Surin Immi (KCI).
I knew this, so being a clever duck, I got a Res Cert from Surin Immi a couple of days prior to me purchasing a vehicle from a M.Buriram dealer. Told them it was for buying a car. No problem.
The dealer took all my paperwork to DLT for rego in my name. All good.
Took the dealer 2 weeks to advise me that DLT rejected my rego application because my Res Cert was on the wrong letterhead from Surin Immi. WTF !
ok ... back to Surin Immi for Res Cert on different letterhead.
"No can do. Now need an intro letter from DLT first." HUH ??
ok ... back to M.Buriram DLT. Need an intro letter for Surin Immi.
After much grovelling to the minions, finally got face to face with Big Boss Licensing.
"No can do ... never heard of this. Go away." Oh boy ... this is not good. I'm now on the merry-go-round.
_______________________________________________________
To his credit, whilst we sat at his desk, he DID call Surin Immi for clarification on this issue. Same result. No can do letter.
"Immigration want too much" were his exact words.
So, in effect, that meant I would not be able to get Res Cert from Surin Immi.
_______________________________________________________
So it looked liked a trip to BKK to get Res Cert. Instead, I decided to get a YTB from M.Buriram Amphur. Happy ending eventually, but my rego process took 2 months thumbup

What car did you buy?
Chev Cruze LT auto
Drives nice. Tuned for E85 petrol, but it's a little thirsty. Will bung in a couple of 91 octane fills to see if it makes any difference to fuel economy.
Owners manual in Thai, of course, which makes it tricky to get an understanding of all the electronic whiz bang gadgetry in the car.
Holden in Australia manufacture the identical vehicle, so I'm getting my son to post an English language manual.
-
Nice. Enjoy it.
-
For anyone interested in Toyota Ms. Pim is an excellent contact. She does go out of her way to make sure you get what you need. I requested an owners manual in English and she got it for me!

@ smooth2
Did you get your YTB from the Govt office just down and around the corner from the swimming pool heading to the night market entrance intersection?
Curious, as I tried there a year ago and got the usual run around as you described at the DLT.

Hi Somnat. Yes. I'm pretty sure the place you've described is the one. Amphur. I've attached a map to this post.
It's the same place where we got married and officially did all the marriage registration.
Yellow Book process took 4 visits, spaced with a couple of days between each visit. No docs from Immigration were required. Just passport, all my marriage docs, couple of passport size photos. My wife Jazz provided ID and Tabien Baan
PooYai Baan attended for 15mins on second visit.
Don't recall any doc being in English, so Jazz literally did everything. I just signed heaps of docs and sat on my bum in the waiting area. Felt a bit weird, as the YTB was for me, yet I was involved in about 10% of the process.
A great deal of time on each visit was spent watching the office lady laboriously typing everything into a computer, with Jazz sitting beside her like a co-worker. They talked non-stop 55555
My YTB does not have a single English word anywhere in it. I can't even find my name without Jazzs' help.

There is no english words in the YTB BUT we do have 10 paper pages to use as butt wipe. Sure beats that plastic pink id card. :D

Thanks smooth.
I went to that one about 8 years ago with all the required docs.
Was all going well until the "boss" called us in to his office.
Interview was going well, I thought, and suddenly my better half got up and walked out !!!! ?????
Turned out he wanted a 6K "donation"
The office I went to last year is on the same side of the road but heading back to the police station.
I was told to use that one a I live in town. (???)
They wanted a letter from KCI / Surin Imm stating I was on a long term Visa and of good character. I kid you not.
Immigration said they needed a letter from them before they could do cert of residence.
Back to the office only to be told that they needed a letter from immigration requesting a letter from them .....
I gave up then.
Might give your place another try ...... one day.

If the same jerk is still in charge sounds like your stuffed. You can try another but I don't see it working. You have to use the amphur office for the area you live in.

I will add that Miss Pim at Buriram Toyota was of great assistance during both sales and both registrations. Both of my blue registration books are in my name and were acquired prior to my having a yellow tambien baan.

Just a side note. 4 years back at the Prasat DLT and the Surin DLT they two a holes in charge, neither DLT would accept a YTB it had to be a CR from KCI which at that time was doable. About 2 years ago they flushed both turds and now both Prasat and Surin DLT except the YTB. I have had my YTB for going on 9 years and never had to use it. For what I went through I thank I'll keep it if just only for an emergency for TP.
