Tilapia fingerling death rate 90%

I kept aquarium fish alive for many years with good filtration, aeration and regular cleaning.  I brought some filters and pumps with me.  I bought 200 tiny fingerlings from a fish farm in Chamni, tranfered them to a suitable plastic bin with all the basic knowledge stuff and they promptly began to die.    So I bought 100 more from a farm south of Buriram, off the 218, I asked the woman there what water did she use, she said tap water and crystal clear it was.  They died too and the next 50 are down to 20 left. At 1 baht a time I'm not off to the poorhouse but my plans to grow Tilapia and use them as a basis for an aquaponics  system have not got past first base.  If anyone has interest and knowledge please reply and I'll give you all the tech spec from water tests which I can't fully interpret.
